SAN DIEGO, CA, March 9, 2000 - ImageWare Systems, Inc. (AMEX:IW) and Digital Biometrics Inc. (DBI) have completed the first phase of their contract to supply a central photo imaging server with Investigative Search and Facial Recognition client software to the Los Angeles County Law Enforcement Agencies. The funding for this contract is made possible by the RAN Board. The contract is administered by Captain Lee McCown of the Los Angeles County Sheriff's Department, Records & Identification Bureau. Phase one included the installation of ImageWare's Crime Capture System® (CCS) server, accessible by Investigative clients at "Local Input Terminal" sites throughout 10 Los Angeles County agencies. Combining fully integrated livescan and mugshot capture systems from DBI, with ImageWare's server and investigative software creates a powerful tool for Los Angeles County Law Enforcement Agencies investigators in gaining access to data and mugshots not previously available. To further enhance the investigative process and help the County identify more criminals, ImageWare has also installed Face ID® facial recognition software on the server and provided additional sites with Face ID client software. The investigative workstations have also been equipped with additional investigative tools, including ImageWare's Suspect ID® composite software, Crime LabTM image editing software, and Vehicle ID® vehicle identification software. The second phase of the project includes 10 additional Investigative installations throughout the county, as well as five custom interfaces. One of the interfaces will utilize a Web based application to allow Los Angeles to search the LASD photo database via the Sheriff's Department's Intranet. "By capturing mugshots through our network of 150 Digital Biometrics Live-scan booking stations, Los Angeles County has one of the most robust investigative tools within a single database available to detectives today," comments Lieutenant Greg Morgon, of the Los Angeles Sheriff's Records and Identification Bureau. "It has made a big hit with our client agencies. A Whittier Police Department Investigator recently forwarded a memo reporting he obtained a positive witness identification in a carjacking case by creating a photo line-up from the database." By using the CCS booking system, LASD will be contributing to the state of California Cal-PhotoID and Cal-Gang projects. The CCS database will also interface with LASD's new CCHRS and LARCIS database, which will allow photos to be viewed directly from the CCHRS application and LARCIS systems. Digital Biometrics is a leading provider of identification information systems. DBI's offerings include computer-based fingerprinting systems, photographic systems, multi-media data storage and communications servers, and the systems integration and software development services required to implement identification management systems for its customers.
